In the downloadable MPC instruction sheet it's states that the MPC is designed to activate the pump when it sees a signal between 20% and 80% of throw in one direction and not respond to commands in the other direction. So does that mean, when you give that command to blow HP gas with a SD equipped with both gas/snort sytem, the snort pump is already running?

That's correct, although be aware that the activation numbers had to be extended for compatibility with the W-FLY transmitter. (I think the "activation" window is now on the order of 50% - 120% throw.)
